multiple external polygon offset

Many thanks for the recommendation for my program ReMark, I appreciate it; though, due to the 'dynamic' nature of that old program, it's probably not too practical in general.

I would also suggest using EXOFFSET (Express Tools) in which you can use a shift+pick for a multiple offset.
