It sounds to me like you need to get hold of a good book. But essentially, it goes like this:
1. Create your drawing at 1:1 in model space.
2. Configure a Layout so that it matches your intended paper size and plotter.
3. Create one or more viewports in the layout (in paper space).
4. Scale the viewports (in floating model space) using the Zoom XP option or by using a standard scale in the properties panel when one of the viewports is selected. You will need to bear in mind your drawing units when you do this.
5. Plot your drawing from paper space.
You'll need to fill in the detail yourself but those are the basic steps.

thanks for the help...but i still cant figure it out, it is so embarassing to me , but i dont know how to scale a drawing.... :( ...in fact ive been doing lots of 3d drawing for mechanical spare parts..which i believe to be more difficult..however i manage to do it, except i dont know how to plot it or to scale it to paper.)
to make my problem more specific:
assuming i have finished my drawing in autocad in model space,
i want to:
units= millimeter
scale=1:75, 1:50, 1:25
papersize=A1 or A2 or A3
how to do this in autocad after finishing my drawing in 1:1(true scale)?????
whats the next thing to do after finishing my drawing with all the details and dimension??
please help me :(

Do a search for scale. This question has been answered many times.

There is no quick fix for your problem. Too many variables.
If you want, send me the drawing with the detailed description of:
what you want to print,
where on the paper it should be located,
on what size of paper,
in what scale.
what details will be included,
details positions relative to other geometry,
scale of the details,
font size and dimension text size output
borders and title block
and whatever else comes to your mind........
and I will see if I could help you.
Good luck, Paul.

A simple method of scaling is to draw in model space at full scale.
Scale your border (drawn at full scale, depending on paper most used) around it.
Type <scale> select the border, then get your hands on a scale factor chart which will tell you what to scale the border to, to achieve a certain scale factor i.e....1/4" = 1'-0, etc. - 48sf
