what is mvsetup?
how to use it (step by step)???

Have you check out the help files? Mvsetup does a lot of things. It creates viewports, aligns the display inside the vp, sets the scale of the vp, etc., etc. Read the help files and then come back if you have specific questions about anything you didn't understand.

ok...
can i use the mvsetup when scaling??rather than using the other many methods of scaling which i am so confuse on what to use...im really having hard times in scaling a drawing, because its my first time to use autocad...

Yes, you can set your viewport scale using mvsetup. Take a look at this link. It doesn't discuss mvsetup, but it does go over how to set the scale of your viewport and may be helpful.

If you are having problems setting the scale of your viewport, let me know what's confusing you, and I will try to point you in the right direction.
