Help with scale

I'm working in R14 and I have a .dwg file that according to dimscale is at 30. I also have a hard copy of the file that has the scale at 1"=200'. When I measure a line on the hard copy, it's say 800 feet. When I draw the line in autocad that covers basically the same distance, the line is over 2000 drawing units. My question is what do I need to do in autocad so that line I just made is 800 drawing units and not 2000?

I guess the simplest method would be to scale the whole drawing using the Scale command with the Reference option. Make sure you select all objects in the drawing when you do it, even those on frozen/off layers.
