What is the procedure for adding thickness to polylines?
I have my thickness set to 4, but what is the command to attach my new thickness to a polyline?

One way is after changing the thickness, draw a pline. Now use the match properties command (matchprop) to match the old plines with the pline that has the thickness added.

You can also use the mpedit command if you have the express tools loaded.This will enable you to edit the width of multiple polylines in one go.

Do you mean thickness such as how WIDE the polyline is? Then Hyposmurf's suggestion will work. If you mean THICKNESS in the sense of a "fake" 3d line used by entering "thickness" at the command line? Then do as I have said. Try this: make your view an isometric view, such as southwest. Enter "thickness" at the command line, and change to 4. Now draw a circle. It looks kind of like a cylinder, but it doesn't have a width about it. Shade it and looks like a solid. It also works on lines and plines, but not rectangles made with the "rectang" command. It is also an easy way to make a 2D house walls look 3D.

Bear in mind the orginal UCS, ie when the pline was first drawn, and it's Z direction will determine the Thickness direction. Eg a square house plan with thickness added to create vertical walls.
