Reduce the size of the viewport. Select the rectangular viewport. Select one of the blue grips and resize it.
If you want to change the scale, double click inside the viewport (this is called floating model space) and set the scale factor (Turn on Viewport Toolbar).
To get back to paper space, double click outside the viewport.

Simply double click anywhere inside the Layout Viewport (the BIG yellow rectangle in this case), zoom in to your required drawing(s), then double click anywhere outside this Viewport. :)
You can also use the mspace and pspace commands to toggle between Model Space and Paper Space in a Layout Tab.
Moreover, to get the drawing in a proper scale, double click in the viewport, type in Zoom > Scale > Scale Factor XP (1/50xp = 1:50 scale)
Hope that helps! :)
P.S.: You can even resize your viewport and add new ones. Make out a rectangle (or a closed polyline, or a circle, etc.) then goto View > Viewports > Object (select your new viewport object). That's it. 8)

Sorry! But I didn't get you. By seal do you mean the Name Plate (Page Bounary, Title, etc.)?

After you've got the viewport to show what you want in the scale you want, try locking the view port - vport/lock/on
