xref manager missing

I am using cad 06 and i have many xrefs in the drawing .However when i type xr or use the insert / external reference command nothing happens? the command line just scrolls around to the next command with no dialogue box appearing?

very strange does anyone know how to rectify this problem?have i swithched something off?
