Assuming you've got a sloping top-line (even if this is just a construction line) you might want to look into EXTEND with FENCE as your selection type when you pick the objects to extend.
If all the objects have to be live in your drawing you could lock the layers and use LAYLOCKFADECTL to fade them, but using them as an xref if by far the best way to go...

It's *probably* a display thing, rather than an itnot working thing.
Try a regen to see if that improves it (display of circles in AutoCAD can be funny sometimes!)
Set it up as an xref system:
Crate a new drawing and use your xref manager to attach the drawing you've received into it. Freezing or thawing the layer the xref is on will freeze or thaw...
Another thing to check for is whether it's on a locked layer or not.
