Steps to open or import a 1/8 architecual scale DWG file into Autocad 14

This DWG file is supposedly dimensioned in feet at 1/8 scale. After opening and measuring an aria I get inches with 4 decimal points. Please explain step by step how to open or import this file or do I need to globally change the file dimensions after opening or importing. Thanks!

Get an accurate distance of something you know the actual size of, for instance a standard exterior door opening in the US is 36" (basic assumptions accepted). So once you have that and assuming it isn't already 36" then use the SCALE command, grab everything, first make sure all layers are on, thawed, not locked, pick somewhere that makes sense for the base point, use the Reference option, pick one side of the door and the perpendicular other side of the door. Verify other objects, dims are correct. Go from there to set up the drawing.
