is there a DIESEL way to perform a Filter or Qselect action?

Unfortunately not, both those commands only use dialogue boxes, if they were allowed it would make diesel a really powerful tool, but you have to pre-select objects before running diesel. The command selectsimilar can be used but it isn't always suitable.

Does SSX offer any additional options?

For instance:

If the objective was to move only LINEs in a drawing, this command macro would be able to isolate those prior to a move operation.
