Block Base Point

There are a number of ways.

If the block is defined external to your drawing you can open that drawing. Now either select all the objects and move them using a suitable reference point to 0,0,0. Just to be certain set BASE to 0,0. This is the method I prefer.

Alternatively just set BASE to your reference point.

Now you have to redefine the block within the drawing. To do this INSERT the block again but make sure you navigate to the file rather than accept the current definition. Accept the "redefine" option. Note that all instances of that block already in your drawing will move by the amount you have moved its base.

If the block is only defined within the drawing you should open the block with either the REFEDIT or BEDIT interface and basically repeat the above.
