I am unable to show screenshots because the mouse pointer isn't captured in the screen.

I think its buggy but I am having problems. My mouse scroller disappears when i go into paperspace, sometimes it wont but lately it has been. Sometimes it will show in paperspace but when I switch to a viewport it does the same thing. Please note that when i switch back and forth from model to paper, this sometimes fixes the issue. But its always only temporary and its diffucult to know what your doing when you can see your mouse.

Turn down Hardware acceleration in the Display Properties of Windows.
For XP: RMB on desktop > Properties > Settings > Advanced > Troubleshoot

yeah...i have the same "issue" sometimes....what i do is the same you do...try again...
if not maybe , i have not tried it yet...but check you mouse configuration...like jdkriek said

it may be as simple as being in the wrong 'space.' in paperspace if you click in a viewport and are then in model space you will get a standard mouse curser if you leave that viewport. make sure that you are in the proper space when in paperspace. in the bar with 'snap' grid'... there is a model/paper button.
