    How can I edit base point an existing block ?

    Double click the block to get into the block editor. Then use Base Point Parameter to move the base point. Or simply click the base point and move it.

    I'd type BASE (in the block.dwg) and be done with it
    Life doesn't suck, although we all go through periods when it may be easier to think that, than to discern the solution to whatever problem is the most formidable
    at the moment in one's personal UCS.

    If you do an INsert and Browse and Redefine? YES
    or -INSERT BLOCK=BLOCK
    the the block definition will be updated and all existing references will move.

    First point, yes, true, they won't be automatically updated. But when you insert the block next time (via Insert -> Block, not -i for some reason) in that drawing, ACAD asks you if you want to update the definition, so you're wrong on point two.....

    I just like to point out that Alan is wrong
