I'd type BASE (in the block.dwg) and be done with it![]()

A couple of problems with doing this.
The blocks that already exist within the drawing will not be updated.
Inserting that block into the drawing will not work on the new insertion base point, because the old block definition still exists in the drawing, and unless all those blocks in the drawing are exploded, the old block definition cannot be purged.
However, if it is just to edit the base point of an existing block drawing, for future insertion into a new drawing, then yes, this is a good way to do it.

First point, yes, true, they won't be automatically updated. But when you insert the block next time (via Insert -> Block, not -i for some reason) in that drawing, ACAD asks you if you want to update the definition, so you're wrong on point two.....
