Mrsid photos plotting on top of my polylines

Hello,
I'm new to the forums and have found a great deal of helpful information already. I have a plotting issue I can't get resolved. I've inserted mrsids into Map (to use as a background under my plan sheets) and changed the display order in the display manager in Map as well as used "send to back". The files look great on screen but do not plot correctly. Any ideas what's causing this?

Forgot to add that text/polylines, etc created on my layout sheets in paperspace plot fine on top of the images.
