Maybe you are referring to the Dynamic UCS feature? From AutoCAD Help:
"With the dynamic UCS feature, you can temporarily and automatically align the XY plane of the UCS with a plane on a solid model while creating objects."

I am having trouble using the UCS in Autocad 2009. I heard that you don't have to change the UCS to the view that you want to draw in 09, is this true? What is the big difference in 09 from 06 when it comes to the UCS? Can somebody please give me a quick overview of the UCS and how to use it when making a wireframe. We are supposed to create a wireframe and then region the surfaces to make a 3d object, and some of my surfaces aren't regioning even thogh everything is connected. Obviously I have no experience in 3d, thank you in advance.

The UCS basically orientates the XY plane so that you can draw and manipulate your objects. Autocad has a few different ways in changing the orientation.
Like for example a cube has 6 sides or faces to it. If you want to draw some details on the faces you need to orientate the ucs to that face.
Its a little hard at first to understand the UCS but after a while u get the hang of it.
