I would like to plot a drawing in it's actual size for creating a template. How do I accomplish this?
Scale it at 1:1.

Thanks, what about plotting to a layout tab (I need the title block)? I tried the 1:1 in a layout tab and the drawing & when checked with a ruler did not result in the actual size.

Assuming the viewport is set to a 1:1 scale in your layout then make sure the Fit to paper is not checked in the plot dialog. In the center of the plot dialog there is the graphic that shows the drawing as an icon with dims around it. If the title block is too large for the setup you will see red lines letting you know the drawing can't fit on the size paper you have selected. Once you have Fit to paper unchecked again verify 1:1 is checked.
If it doesn't fit you will have to pick a bigger paper size or a smaller title block.

Sorry for the delay...on vacation.
How do you set the scale for the viewport?

You can click on the viewport then go to properties and set it there. You can also lock the viewport while you are in properties. Or right click the viewport and select lock from the popup menu.
You can double click over the viewport to make it current and then select the pull down for setting scale.
Or double click over the viewport to make it current and then type, Zoom, 1XP, enter. (If the viewport needed to be to a plot scale of 1/2" then you would type, Zoom, 1/24XP, enter.)
