I just started a CAD position for a pool design build co. and the old CAD guy had a way of inserting a two-tone TIFF. file of a landscape architects drawings. I believe he had it scanned and sent to him by e-mail. He set it up so when you inserted the image into ACAD the image background maches your drawing background (white or black) and the lines of the image matched your layer color. How would I go about doing this if I had a new (not two-tone) TIFF. file?

For this to work, your image must be what AutoCAD calls "bitonal", in other words - two colours (usually black and white). You'll need to transform your scanned image using Photoshop or some similar image manipulation application.
In Photoshop, convert the image to "bitmap" with Image>Mode>Bitmap. This may have to be done in a two-step process by converting to "greyscale" first.
Once you have your bitonal image in AutoCAD, you can apply a transparency to the background colour so that the drawing background shows through. See this tutorial for details.
