I've never reached a limit for the number of layouts in a drawing, although I've never gone about 30 or so. The layout tabs themselves don't increase the size of the drawing much, but each one has its own discreet elements which of course do add to the overall drawing file size. Basically the layouts were intended for exactly what you seem to be trying to do. Create a viewport with the information visible you want from the model and then create your elements over top of it. Supposedly you can have more than that, but they will not be displayed, so I'm not sure how you would select them. I don't know how anyone would ever need that many though?
