You can use the following steps:

1. create 2d cross sections of the top part and the bottom part, split those rectangles in half and type "bo" it will allow you to create boundaries, make boundaries of those objects, total of 4 boundaries should be created, 2 form the bottom cross section and 2 from the above cross section, something like this:

then go into 3d modelspace, align the parts (i used the red lines just as a guide to know where the center is), move the top part along Z axis as high as you need, then type "loft", select the top and bottom sections, use "cross sections only" option, and accept to initiate the command, it should look something like this

my.php?image=lofted.jpg

 

After that "loft" the remaining two parts, then you can optionaly use the "UNION" command to join them in one solid object, if needed, if you want, you can also make it from 4 parts using the same procedure and make somethng more like in your drawing.
