Isometrics

Pretty sure it has something to do with the ucs position, although I could be wrong.

 

The problem with isometric is that it can limit you in "traditional" draughting techniques, and sometimes you have to cut corners.

 

For what you are looking to do, I would draw a line from the centre of the circle out past the line of the circle and trim the line back, this will give you a tangent point along the iso line. make sure ortho is on.
