Hmmm...nobody wants to take a shot at this? Guess I will.

 

To draw that isocircle what command did you have to use? It wouldn't be the ellipse command would it? That should be enough of a hint right there.

 

You are just not going to be able to do it using Osnap > Tangent. For methods on how to draw a line tangent to an isocircle/ellipse read through this very informative discussion:
