you can insert an image and scale it to the appropriate size then draw over it, you cant snap to point on the image so its not super accurate

You can place the image behind your known dimensions.

 

Doing so, gives you a dimensioned image, not bad for the simple "junque" that I do. All 2D plan and elevation views.

Just so i understand you want to scan an image in and then trace over it?

 

That is correct. I would like to place the image on level 1, then complete the trace on level two.

To insert an image into your drawing, use the IMAGEATTACH command. Or go to your "Insert" menu and select "Raster Image Reference".

 

I tried the Raster Image function with a jpeg format file and couldn't see that it loaded the file, the autocad page remained blank. Any suggestions.

it's there, do a zoom extents or it might be there but very small scale, depends what sizes and scales you're working with
