I have used "Export layout to Model" to create a file in model space. A snapshot
of my orginal drawing layout. I did this because I am want to convert a 3-d
drawing to a single layer.
When I edit the exported drawing I find many entites on top of each other and some
lines extend out to left field when I use extend.
Is there a way to make this exported drawing user friendly. I did covert all entites
to elevaion 0 which helps.
Is there a better way to get a 2-d drawing layout form a 3-d drawing for layer
conversion.

So FlatShot is only good in Model Space. What about layout.
Does it put everthing on layer 0?
Flatshot works in model space. It will create an anonymous block and place it on the current layer using the layer's color and linetype settings. You have the option to override both the color and the linetype for foreground lines and obscured lines.

If you EXPLODE the block it will revert to layer 0. The color of the linework may still be overridden.

Example using FLATSHOT command.
The original solid object is on the left.
The block it created is shown in the middle. The layer it was created on has its color set to green. I used the Hidden2 linetype for obscured lines and set it to color red.
The object on the right is the exploded version of the block. Foreground line color reverts to white (the default for layer 0). The obscured lines remain red.

Most of the drawings that I want 2-versions of are in paper space that has
a viewport looking into model space. The 3-d models are in viewports. What
I need is a clean 2-drawing of what is shown in paper space. The export to
model functions seems like it might be doing that but resulting objects are difficult
to edit becuse there are overlapping entities, etc. Maybe a Flashshot to an
exported file in model space could help clean complex (odd ) entities up for editing?

I think the solution offered (Flatshot) is pretty straight-forward. I'm having trouble understanding where you are experiencing a problem.
I also don't understand why it is necessary to further edit the geometry of the resultant 2D object(s). Sorry.

The Export to file option will result in a DXF file being created.

Maybe you should look into the SOLPROF command. The command takes a snapshot of the 3D object through the viewport. It will create a 2D block. Solid lines will appear on a layer with the prefix PV- while hidden lines will be on a layer with the prefix PH-. You can denote the color, linetype, etc. of these lines.
