Since this is a 2-year old thread, and nothing has happened I am skeptical that you'll get help by just re-posting the original question.
Please give us more information about what you are after and what you have done so far to accomplish your task.

I have previously responded to this as well the answer is out there and can be done but reinventing products like CIV3d, EZYSURF, Civilcad etc is not the way to go, there are free products out there others you will have to pay for. You say you want to go from excel well start by looking at its macro ability its not that hard. Just write down every line you would have to draw if doing manually then get excel to do it for you 1 line at a time
