try the MEASURE command, create a block of the object you want arrayed.

somtheing like

Select object to measure:

Specify length of segment or [block]: b

Enter name of block to insert: c1

Align block with object? [Yes/No] :

Specify length of segment: 200

Tankman: PS_Port's advice does work but I would suggest that if the user knows the exact number of objects he/she wants to place around the ellipse that they use the Divide command (with the block option) instead. Each command will yield slightly different results. See attached image below. Notice that each array has 17 circles. Also note the spacing of the circles at the left end of the array that was done using the Measure command. Some trial and error might be needed to avoid this outcome.

Thanks for the correction Remark, measure does screw around abit, you even get different results if align the block with the object.

Go with divide, and place the blocks manually.

I think if the object were anything other than an ellipse the user could probably calculate the exact distance needed between the blocks and, in turn, make use of the Measure command with no problem.

Possibly you might be wanting the flames to be equally spaced horizontally, in which case the Array, Measure and Divide commands are not needed.

Draw a line from the top quadrant point of the arc, offset each side equally as required, and extend down to the arc to get the required points.
