making a flag

Hi there, this might seem like an easy question, but I haven't figured out how to do it so I thought I would ask the experts.
I've made a race course, and now I want to add some flags, start, finish that sort of stuff. How do you do this. I have a plane with a texture on it, but how do you make it move ?? And can you control from which direction the "wind" comes from ??

There are more free tutorials for Studio Max online than any other program. Just Google whatever you're looking for and you will probably find a dozen tutorials for it. I just Googled 3ds max create flag and got quite a few results.
