Dimension style

How do I achieve following (a) dimension style without seeing the dimension base line and number will appear vertical when line is horizontal?

 

1) In black colour lines

I managed part of the style I want by adjust

under text, the text placement, horizontal: change to At ext line 1

And under lines, I suppress Dim line 1 & 2

 

But how do I make it if the dimension line to vertical ||, the text appear to be horizontal -- instead of the vertical || (shown in right hand side of the picture)

 

 

2) In Green colour lines

And I tried the other method,

I managed to let the words be vertical || when the line is horizontal – by

under text, text placement, horizontal: change to over ext line 1

 

I tried to Dim line 1 and dim line 2 but it doesn't work.

 

And the only way I came out with it by setting the dimension base line same at the line I wish to measure.

 

Both only let me have half the dimension style I want.

What setting should I change in the dimension style in order for that to happen?
