Layers in 3D Modeling workspace?!?

OK, here's one for all you guys using the 3D Modeling workspace. Is it just me or have Autodesk designed the 3D Modeling workspace without including the Layers panel? Obviously, layers are important and we need to be able to switch from one to another frequently, so if you're working with the Ribbon in 3D Modeling, how do you do it? Surely, they didn't just forget to add it?

OK, I got it. Right click on a blank area of the Ribbon and select "Shoe Panels" and then "Layers". That works fine but it's really weird that by default, it's not shown.

make a note that in 2010 you can change the layer color through the panel now
