toolbars disappeared

I was converting my files from .dwg to .pdf using via the plot and print. I was able to accomplish the conversion.
When I opened another file, however, I discovered that all my toolbars had disappeared. All I see now on the screen is "FILE, VIEW, WINDOW, HELP." When I pick "VIEW" it drops down to a single "Toolbars" option that you can check or uncheck.
I cannot figure out what happened or what I clicked that I cannot retrieve my toolbars. I don't even have the "Tools" option on my toolbar now so I don't know what to do. Please advise....

I found the solution in one of the threads. Thanks to cedwards. The command is menuload for ACAD 2006. Then browse and load acad.cui.
