They'll figure something out but they won't stop it. The country is too big, politicians and government officials are corrupt and most likely there is a criminal gang or two behind it all. Sorry no english description. i believe this is to draw those pirate copy users' attraction and to "kill" those autocad-like chinese developers. I thought the exact same thing. There is an unwritten rule that if they are stealing and reproducing it, make it so cheap that at least you get something.
