You can adjust "transparency" by lineweights. You can change layer order by right clicking anywhere in the toolbars area and clicking on Draw Order.

Does Autocad 2009 have a feature that can adjust transparency of layers? Or may be exist some addons for autocad that allow to do this? And if exist in autocad adjusting of filling and solid hatch transparency? How can I change layers order in autocad?

No, Autocad does not allow layer transparency or solid hatch transparency. And as far as I know, there are no add-ons that will provide this functionality. You have to use Draw Order as mrbucket suggested.

What do you mean by "reorder layers"? Layers are sorted alphabetically.
Are you talking about moving layers like you can in Photoshop? You can't do that in Autocad. The closest equivalent is Draw Order.

for printing, solid hatch transparency can be handled with lineweights...set a colour in the plotstyle to a screening less then 100 (%)...so 20 would give you 20% screening which is a light grey...then make sure the solid hatch is sent to the back with draw order to ensure that the "black lines" print on top (without wondering if the properties of the printer setting is using lines overwrite or merged is set the way you want it)...
