Select the option to "join" then choose which lines and arcs (ends must be touching) you wish to join up. If the operation is successful your multiple lines and arcs will be become one entity.

Using PEDIT how do I convert a number of lines & arcs into a polyline?

They pretty well got the thing nailed down. But only thing I can think of is if you somehow got double lines. An out and back situation. The arc or line will then easier connect into the second line than to connect up the next line in a series. Thus you actually then are trying to connect in a line into the middle of one section, or you may be trying to connect in a rectangle to the figure. In either situation, it can't be done.

Why not try drawing the rectangle first (remember to use OSnaps) then fillet the corners?
