I am trying to insert an xref to 0,0,0 into a drawing, in paper space. The 0,0,0 of the drawing ( a title block) should not line up with the paper print line, but should line up with the outline of the paper. Why is the lower left hand corner of the plot area set as 0,0,0, when it should be the lower left hand corner of the paper outline?

Well, it does make sense for 0,0 to be the lower left corner of the plottable area. Despite the fact that the actual position may change on different plotters/printers. It means that if you make the lower left corner of your drawing border at 0,0 you always know that the border will be plotted, irrespective of printer/plotter. If 0,0 were related to the paper, you'd never know if it would plot or not until you tried it.
