Default Pasting to Paper space from paper space

I have this project I'm working on in AutoCADLT 2000 where there are door numbers in paper space on the architectural drawing. I need to copy and paste these numbers (which are setup as blocks) into the paper space of our Secured Electronics drawings. You'd think this would be easy, but for some reason it's not working. They won't paste. I've tried copying it every way I can think of (Copy, Copy w/base point, even dragging and dropping from one drawing to another) and pasting it anyway possible (paste, paste special, paste to original coords, and the drag drop thing I mentioned earlier) the command that appears in the command line when I Paste is "_pasteclip" but nothing appears. All layers on both drawings are on and unfrozen. Please help.

I ran into similar problem before.I would receive drawings from architects that were produced using software such as Microstation.Although the files were DWG files,I found that when I tried inserting a block in the drawing the architect had sent it would just show the block but not its relavent attribute! One way to get round this was to copy the entire contents from model space to a new drawing in model space, then amazingly the attributes would show up
