New Build - Needs help.

So I am a new student and need to build a pc, my wife has given me around $700 to complete the build so any suggestions to make my dollar work is appreciated.

I will need it for Cad work (autocad and solid works) and some 3d max work.

I will also play games on it like WOW and maybe a few others.

Remembering that this is for a student so only really needs to be a basic setup as I will build a new machine in about 2 years when I am done with classes.

Here is one that was suggested to me any thoughts?

I am not sure if the graphic card is overkill or not but that is what was suggested?
