Angry Layer turned on but does not show in model space, shows in one viewport & not another

In model space I have a bunch of space tied to zones and color coded. The layers are on and completely unfrozen, yet it will not show in model space. The color coded zones show correctly in one layout but not another. It is driving me crazy...why won't it show up in model space with everything turned on?! It used to show up and now I open the file and it doesn't, but it still prints in one of the viewports so I know the information is still there.

Sometimes shutting completely down and rebooting has fixed similar issues for me.

It's kind of frustrating but rebooting seems to fix lots of issues.

In ModelSpace, start 3DCLIP, turn off the front and back clip planes. Maybe?
