Civil 3D Stucture Rim Insertion won't stay

This plan has a catch basin, exactly like a hundred others. I want to define the rim elevation explicitly, so I set the "Automatic Surface Adjustment" to False. The space for the rim elevation ungrays, so I type the elevation there. I hit OK. The elevation doesn't change.

 

I set "Automatic Surface Adjustment" to True and type in an offset. The elevation still doesn't change.

 

The funny thing is, the elevation it thinks is from the surface there is wrong.

 

This is beyond embarrassing.

Eventually I found out what was happening. There is a vertical pipe clearance value that Civil 3D calculates for you and applies as a rule. In other words, they assume that you need a gap between the top of a drain pipe and the bottom of the grate assembly, and they won't let you do it any differently.

 

For a piece of software (and I use the term loosely) that prides itself on flexibility and customization, AutoCAD can be pretty inflexible sometimes. I'm guessing it was a piece of the puzzle they hardwired, but they never got around to adding a rule for it.
