Relative or absolute angles????

I think that the answer to your question is that the angle, in the relative polar coordinates, is absolute, and measured from East, as zero, in an anticlockwise direction.

 

If you want relative angles to an existing line, the 'rotate a copy of the line' technique is useful.

The @ symbol will let you start from anywhere and it will go 4 units (say mm) from there at 45 degrees.

 

Try:

line

0,10

@4

 

You will find it will be 4mm long from the 10mm up from 0,0
