    you know the height at the top and theheight at the bottom....and you know the slope distance.

    Draw a point at the top and then a point at the bottom with some related level text.. use this kisp routine to draw a 3d polyline as your ramp centreline...
    then offset these lines for the road distance left and right.

    here is the link to the lisp routine, copy and paste it at your command prompt in autocad, then type in 3dp then follow the prompts.

    there you go...a 3d ramp.
    as for the circle round the fountain, just draw a 3d polyline circle and elevate it to the position at the top of the ramp....
