perpendicular arrow when picked a point on polyline

can any one help to draw or insert a perpendicular arrow with attribute on a picked point on polyline or arc or line as in attached dwg

Search here for BATTER lsp program the ticks are at 90 just replace the tick block

in addtion to no choice for arrow side

Search a bit more the batter I downloaded picks top and bottom plines it wouldn't take much to add a set distance factor. I have it as batterticks.lsp but I may have renamed it it has no author name in it try TBL also.
