Smile xref not found after dwg is closed and then reopened

I have a number of drawings that I am working on that I need to xref in image files for backgrounds. I am working in MEP 2013. Initially I am loading the xref via the insert tab then "attach" command. It loads fine, shows up , I clip and adjust its location in the dwg, save and plot and close the dwg. The next time I go to work on the dwg I cannot see the xref only the link and when I go to reload it wont let me. I receive the error "not found." I end up having to detach the file and start over. Can anyone tell me what I may be doing wrong? When I attach the xref I am using relative path and overlay options.

When attach the reference, please make sure that Path type isn't set to No path. It should be set as Full or Relative path - in the latest case should preserve the relative location of the files.

I had it set to relative path. My flyout for attaching actually defaults to relative path.
