First of all draw your model at 1:1 in model space. Then either draw your title block (or copy & paste it) in a layout and make sure it is the correct size to fit your paper. To find out the maximum size you can make your title block click on the plot icon, select the printer from the plot device tab, then click on the plot settings tab, select the correct paper size then note down the printable area. This is the size you make your title block. Once you have drawn your title block you insert a viewport from the view\viewports menu (on a separate layer) inside your title block. As soon as you have drawn your viewport it will automatically zoom extents. You can then click on the paper/model button below and zoom to a scale using zoom xp (x being the scale factor) from within the viewport or just double click on the viewport itself and use the properties box to set your scale. After all this just turn off the layer the viewport is on and print your title block at 1:1

Just as a side note your viewport won't "automatically" zoom extents. If your viewport toolbar dropdown menu says "scaled to fit" then it will "automatically" zoom extents. Once you make your viewport it will have the viewport at whatever scale your toolbar says. Rather than using the scale factor method that Ako mentioned just use the viewport toolbar unless it is an odd scale that you're using.

I'm pretty sure they are. I've been using 2006 for awhile now so I can't really be positive about it.

Yes, the viewport scale toolbar is in 2004, but sometimes does not come up as a default toolbar. Right click on any toolbar and make sure that viewports is checked. Now double click in the viewport and use the dropdown to find your desired scale.

I guess I must be missing something here as there is no drop down on the viewports toolbar on my 2004 system.

    Edit:
Found out why. It seems that you dont get the drop down if you have the toolbar anywhere except at the top of the screen.

Pull the toolbar into the drawing space to make sure you can see it all. There should be 5 buttons and the dropdown.
