How could I breakout plans and profiles for an entire neighborhood without having to explode any of the intelligent elements of the profiles?

Try setting up an alignment for each road in the neighborhood, create your design surface, create a surface profile and profile view for each alignment. Next layout the horizontal sanitary sewer pipe network(s), then project the applicable pipes and structures onto their respective alignment's profile view.
