One more question (Inventor 2011):
In Sketch Mode, when I scroll my mouse over a vertex point, the point is highlighted. When I look down in the lower-right corner to read the X,Y position of the point, the numbers change with the slightest mouse movement, even though the point remains highlighted all the while. So: when a point is highlighted (when I scroll over it), doesn't that mean I am 'on'/'at' that point? Why does the X,Y position 'readout' fluctuate, then? Many thanks, again.

Been using Inventor for 10 years and never paid a half second attention to that.
I think the general idea it is a guide to sketch your first line, arc or circle approximate size for scale and then forget it.
2013 takes care of scale for you when you start dimensioning.
