Typically, you would add the annotation to an object family, and you would put the flip control on the object family which would flip the annotation as well.

I am trying to built an annotation that is able to be moved forward away from the wall and out left and right yet keep the actual solid geometry in the same place. So flipping it will give it the left right capability.
and griping it will give it full movement to go any way the engineer wants.
