LISP problem (Import directory of blocks into template drawing)

I've downloaded a LISP over at 'TheSwamp.org' by CAB. Unfortunately the forum has closed to comments so I have to ask the question elsewhere.

BLkImport.lsp

Basically the attached script is for importing blocks from a directory at a user defined spacing inside the .lsp. It works great apart from the fact it unflags the annotative aspect of a block which is actually annotative. Meaning when you use this to insert blocks the blocks no longer work for annotation. Obviously inserting the block the old way and redefining works but that's not the ideal solution.
