What is the meaning of first column? Are about some blocks? Those reside in your drawing or were stored on a disk?

You may build by yourself a script from that Excel file, don't need a dedicated tool.

By tha way, don't need to duplicate your thread, please ask a moderator to remove one of them.

Search here for excel & Contactenate command what you want is real easy like MSasu says

excel column = insert AIT-17007 3468299,4509976 1 1 0

use =CONCATENATE("insert ",A6," ",C6,",",E6," 1 1 0")

just copy column and paste directly into command line
