As part as I know the drawing you reference is called a development. For a video about creating a development of a prism and deriving its true shape see this....

So there you have it. Your posts mentioned the word prism and cylinder and I've given you links to both. If you know drafting then you should be able to handle drawing either (or both).

And just in case you really were inquiring about slicing a 3D cylinder one option would be to use a surface which in the image above is just a line that was extruded. The SLICE command is invoked and the SURFACE option is used. Have we covered everything now?
