ReMark
Owen Wengard posted a .msi file that takes care of the problem. I just included a link to a site where it could be downloaded recently. Try searching on "CommCenter".

ReMark
Open the Windows Task Manager and click on the Processes tab. Scroll down to the bottom of the list until you find the entry WSCommCntr4.exe and kill it. Close Task Manager when you are done. The CommCenter is also known as the InfoCenter. Take a look at this from AutoDesk...http://knowledge.autodesk.com/support/autocad-architecture/troubleshooting/caas/sfdcarticles/sfdcarticles/How-to-disable-the-Communication-Center-in-Autocad-s.html

ReMark
The Wengard .msi fix should have worked on your version of AutoCAD. If it didn't then these are the only other fixes I know of.
