It it possible to select and move viewports while thier layer is turned off?

It is possible and there are probably multiple ways to do it but it is much easier to turn the layer on and then back off after the move.

Well it does beg the question why one would want to move an object on a layer that is turned off but yes, it can be done using QSelect as one possible option. Note that although the viewport would initially be identified by its grips you couldn't use them to actually move the viewport because they disappear from your screen.
